Yan Oi Tong’s Outreach Dental Care Programme for the Elderly

Introduction
As the programme was widely recognised by the citizens, the government has regularised the programme and initiated the  Outreach Dental Care Programme for the Elderly. The programme is now managed by the Department of Health. Starting from October 2014 to the end of September 2017, a 3-year free service of Outreach Dental Care Programme for the Elderly will be carried out by the Department. Primary dental care to the elderly will be provided in designated residential care homes and daycare centres.

Long Term Care Services
Most of the service users lack the ability to maintain oral health and find difficulties in using regular dental care. Their oral health conditions might be affected due to these reasons. Therefore, the Food and Health Bureau initiated the “Pilot Project on Outreach Primary Dental Care Services for the Elderly in Residential Care Homes and Day Care Centres” from 2011 to 2014.

Purpose
The project aims to provide a preventative and early dental treatment by providing professional and regular oral check-ups and care services for the frail elders. It also provides trainings for their caretakers, to improve the oral health of long-term care services (LTS) users and enhance their quality of living standard. The target users are Hong Kong Identity Card holders aged 60 or above, residing in Residential Care Home for the Elderly (RCHEs) , Care and Attention Homes for the Aged Blind, Care and Attention Homes for the Aged Blind licensed by the Social Welfare Department (SWD), Nursing Homes registered by the Department of Health (DH), or using the Day Care Centre services subsidised by the SWD.

Service Areas
Kowloon and New Territories, including Tuen Mun, Tai Po, Sha Tin, North District, Tsuen Wan and Kwai Tsing District, Sham Shui Po, Yau Tsim Mong District, Kowloon City, Kwun Tong, Wong Tai Sin and Sai Kung.

Scope of Services
Yan Oi Tong Outreaching Dental Team provides home-based services for the institutionalised older persons (IOPs): 
  • Provide home-based oral check-ups and treatments (including tooth scaling and simple tooth extractions)
  • Oral Health Education 
  • Refer to dental clinics of Yan Oi Tong for further dental treatments and apply financial subsidies for the treatments from the DH
    *Funding programmes and the cap of subsidy amount will depend on the dental treatment costs of the SWD

Transportation and Escort Services
We will arrange transportation to dental clinics according to the needs of the elderly.
